Jay Grant

Administrator of Housing and Neighborhood Services, City of Newport News

Jay Grant serves as Administrator of Housing and Neighborhood Services for the City of Newport News.  Prior to working for the City, Jay was the Executive Director for the Hampton Roads office of Local Initiatives Support Corporation (LISC). He and his office specialize in affordable housing production/preservation, wealth-building, small business assistance, commercial corridor revitalization, and community resilience in effort to support a thriving region.  Prior to LISC, Jay gained leadership, community/economic development, and housing experience at the Virginia Department of Housing and Community Development (DHCD) and at the U.S. Department of Housing and Urban Development (HUD).  Jay currently serves on the boards of the Eastern Virginia Area Health Education Center (EV-AHEC), Ivy Community Outreach, Portsmouth Partnership, The Public Health Foundation, Inc., and the Virginia Housing Alliance as well as serves on multiple committees with the Elizabeth River Trail Foundation.  He holds a B.S. in Marketing Management from Virginia Tech and a Master’s degree in City & Regional Planning from the University of Pennsylvania.
