Toi Hunter

Vice President for Business Retention and Expansion, Hampton Roads Alliance

Toi Hunter is the Vice President for Business Retention and Expansion at the Hampton Roads Alliance with over twelve years of economic development experience. Toi helps businesses leverage economic development programs to expand their presence and increase their competitiveness. Specializing in incentives structuring and workforce development programs, Toi uses experience from local and state government to help corporate decision makers reach their goals.  

By focusing on existing business growth, Toi has been able to put the finance and public administration degrees earned at Virginia Tech to good use. Toi is also a graduate of the Economic Development Institute at the University of Oklahoma. Toi is a member of the International Economic Development Council, a long-standing member and active board member for the Virginia Economic Developers Association. Toi is engaged with several local business leadership organizations, including Innovate Hampton Roads, the Norfolk Innovation Corridor, and most recently appointed to the member of the inaugural Virginia Tech Newport News Advisory Council.

Toi was included in the Inside Business Top 40 under Forty Class of 2023, a member of the LEAD Peninsula Class of 2024, and a member and past executive committee member of the Portsmouth Service League.

When not helping businesses with growth and development, Toi spends her time with her husband and two children. Toi and her family reside in Chesapeake and enjoy spending time at museums and exploring the Hampton Roads region.
